How can I use these noise cancelling headphones?

So I want some noise cancelling headphones, but I have a question about this specific one. This pair of headphones uses a AAA battery, but I wanted to know if I could just put these on without a battery and if it would keep all the sound out anyway.
I doubt that it would work that way, but my second question is, how does it actually work? Do I just turn it on and it cancels all noise? I don't have to have it plugged into anything, right? What I really wants are just ear plugs, but I can't seem to get any to work, I always hear the loud sounds, and around my house there are very loud sounds.
If someone could break down the use of this specific pair, that would be great. I will also accept an effective pair of ear plugs that block out all sounds and are a comfortable fit to the ear.

The headset won't cancel all the noise. You won't get much noise cancelling at all without the battery. The headsets work by creating noise themselves. They have a mic in them. This mic picks up the surrounding sound and feeds a small amp that produces sound in the opposite phase. The two opposite phases cancel each other out and the results is that you hear almost no noise. They cancel mostly the lower frequency noises. You can still hear people talking and other higher frequency sounds. I note this set claims a wider frequency noise reduction but it doesn't say how wide. In other models of Bose noise cancelling headsets I've researched they have never given any useful specs. This makes it very hard to determine if they're what you want. You can buy other brands of noise cancelling headsets that work just fine for a lot less money.
